-nial Secretary's Office at a salary of $30 a month. Mr.
Roza Remedios was, however, a source of constant vexation
and I was therefore glad to accept his resignation on
the 10th. ultimo, when tendered by him "owing to the
hard pressure of works*. In his place I appointed on that
day Mr. Hoyt Young, an intelligent and well educated Chinese who dresses in European fashion. The appointment is on the usual 3 months' probation at a salary of $360
per annum.

Meanwhile Mr. J. A. dos Remedios had
been so negligent in the discharge of his duties as
registration clerk of the General Branch, that I found it necessary on the 11th. ultimo to consider in Executive
Council the question of his suspension. I enclose a copy
of the charges which were brought against him. As his
replies to these charges were not considered by me in
Council to condone his offences and as there could be
no doubt that he had allowed the registration work of
the Colonial Secretary's Office to fall into a state of
confusion from which it will require many months of
work to extricate it, I decided to transfer Mr. Remedios
to the post of First Clerk in the Imports and Exports
Department of the Harbour Office, and to appoint Mr.
L. G. d'Almada e Castro, then 1st. Clerk in that Depart-
ment to be Registration Clerk in the Colonial Secretary's
Office the transfer being made without alteration in
the salaries of the clerks concerned, though, as a mark
